Help4Access, a provider of highly affordable, database-driven business applications and services, in partnership with Strategic Enterprise Solutions, has implemented technology solutions for Alameda County’s General Services Agency (ACGSA) to help it accomplish its mission more effectively and efficiently.

In order to maintain consistently high levels of client service, ACGSA officials determined that a more comprehensive data management strategy was needed to enable the agency to capture, store, and access relevant data.

“This can be very challenging for government agencies like Alameda County’s GSA,” said Sasha Froyland, Help4Access CEO. “They not only need to meet the needs of their internal clients (such as other county departments and public agencies), but they need to comply with CA regulatory requirements, meet the quality and cost expectations of taxpayers, and  do all this within a very specific budget.

“Because Microsoft Access is the fastest rapid application development (RAD) tool in the world, it was the perfect platform to build the custom database applications the GSA needed, rapidly and at a fraction of the price of traditionally developed software solutions,” Froyland added.

Help4Access’ team partnered closely with the team from Strategic Enterprise Solutions and the GSA executive team to develop a strategic vision for overall data management and to identify the key performance indicators that would enable the GSA to achieve goals in  service-level improvement, operational efficiency, communications and sustainability.

This initial vision lead to a multiphase project comprised of management consulting, mentoring, and delivery of a database application and supporting systems.

Using a variety of technologies including Microsoft Access, Microsoft Excel, Crystal Reports, and Microsoft SQL Server, the team developed highly customizable reporting capabilities that provide critical information on the key performance indicators required.

The new system implemented dashboards and balanced scorecards allowed ACGSA to establish service-level targets, monitor ongoing metrics, and continuously improve the quality and efficiency of the services it provides.

The CRM system also provided the ability to forecast funding requirements based on historical data and quickly allocate funds to the appropriate service areas as needs arise.

Using a “just-in-time” funding approach, the system is expected to provide significant cost savings.

“The ACGSA provides an important community service and both Help4Access and SESIdw were grateful to be called upon again to provide technology solutions for the local government sector.” Froyland said. “We recently completed another Alameda County project for the Family Education and Resource Center (FERC) and are grateful to Alameda County for giving us another opportunity to build database applications and systems, stretching our tax dollars and helping more people.”
